Dr. Joyce: Key National Institute of Health Figures Unlawfully Appointed
Washington, DC – Congressman John Joyce, M.D. (PA-13), spoke on the floor of the U.S. House of Representatives to address the Energy and Commerce Committee’s discovery that fourteen National Institutes of Health (NIH) officials were not properly reappointed to their positions in December of 2021.
The improper reappointment of these fourteen officials, including former National Institutes of Allergy and Infectious Diseases (NIAID) Director Dr. Anthony Fauci, jeopardizes the legal validity of over $25 billion in federal biomedical research grants issued in 2022 alone.
“This weekend, the House Energy and Commerce Committee uncovered the embarrassing and disastrous fact that Department of Health and Human Services Secretary Xavier Becerra failed to lawfully reappoint key National Institutes of Health officials before their terms expired,” said Dr. Joyce. “This is yet another example of the Biden Administration’s reckless decision-making- our Commitment to America means creating a government that is accountable.”

Background
NIAID Directors with the discretion to award billions or even hundreds of millions of dollars were not properly re-appointed, as required by the United States Constitution. The failure to properly reappoint officials, such as Dr. Anthony Fauci, permitted these officials to use their position without the correct constitutional authority. Congressman Joyce serves on the Energy and Commerce Subcommittee on Health, as well as the Investigations and Oversight Select Subcommittee on the Coronavirus Pandemic.
