Dr. Joyce’s Legislation to Protect Consumer Freedom Signed into Law by President Trump

Washington, D.C. – Today, President Donald J. Trump signed H.J.Res. 88, legislation introduced by Congressman John Joyce, M.D., (PA-13) to reverse California’s electric vehicle mandate and protect consumer choice and the American auto industry.

“It was an honor to join President Donald Trump today as he signed my legislation that reverses California’s EV mandate to protect consumer choice and the American auto industry,” said Congressman John Joyce, M.D. “Throughout President Trump’s campaign, he spoke about the need to reverse this disastrous California policy. “By rejecting EV mandates, the signing of these resolutions is a victory for American consumers who reject government mandates and one-size-fits-all policies,” said Energy and Commerce Committee Chairman Brett Guthrie. “Without this repeal, the special rules for California would have led to higher prices on both new and used vehicles, furthered our dependence on China, and overwhelmed our already-strained electric grid. Instead, Congressional Republicans and President Trump are standing up for American consumers by rolling back the worst policies of the Biden-Harris Administration. Background:

  • In December of 2024, the Biden Administration provided a waiver approving California’s EV mandate.
  • Due to California’s unique status in the Clean Air Act, sixteen other states, including Pennsylvania, adopted California’s previous standards, affecting nearly 40% of the automobile market.
  • In the 117th Congress, Dr. Joyce led a letter to the Biden Administration with 168 cosigners relaying disapproval of California’s regulation.
  • In the 118th Congress, the House passed H.R. 1435, the Preserving Choice in Vehicle Purchases Act, legislation introduced by Dr. Joyce to block electric vehicle mandates and protect consumer choice.
  • This Congress, at an Energy and Commerce Committee Energy Subcommittee hearing, Dr. Joyce challenged the validity of California’s waiver from the Environmental Protection Agency for their sweeping Electric Vehicle mandate and raised concerns about the lack of Congressional review or oversight.
  • On April 30th, 2025, this legislation passed the House in a bipartisan vote of 246-164.
  • On May 22nd, 2025, the Senate passed this legislation through a bipartisan vote of 51-46.
