Joyce Introduces Bill to Counter the CCP?s Influence & Bring Pharmaceutical Manufacturing Home to America
Washington, DC Congressman John Joyce, M.D. (PA-13), a member of the China Task Force, today released the following statement after introducing commonsense legislation to strengthen America's medical supply chains and bolster our national security by bringing the production of medicines and health care supplies home to America and our allies and away from the Chinese Communist Party.
The Enhancing the Security of the U.S. Pharmaceutical Supply Chain Act of 2020 will incentivize the manufacturing of medicines in the United States and enhance the security of the U.S. pharmaceutical supply chain.
"The American people must never again be beholden to the Chinese Communist Party for lifesaving medicines and health care supplies. By returning our medical supply chains home to America and away from the Chinese Communist Party, we can secure Americans' access to critical drugs and medical equipment, strengthen our national security, and create family-sustaining jobs for American workers.
"As the only doctor serving on the China Task Force, I am proud to lead our work to develop realistic and achievable solutions to protect American patients from the growing influence of the Chinese communist government. As Americans persevere in our shared fight to save lives and livelihoods during the COVID-19 pandemic, Congress cannot stand by and allow the Chinese Communist Party to control our access to vital medicines and medical supplies. The Enhancing the Security of the U.S. Pharmaceutical Supply Chain Act of 2020 is a commonsense solution that can make a real difference for American patients, and I urge Speaker Pelosi to take up this legislation immediately."
As a member of the China Task Force, Dr. Joyce is working to counter the growing threats of the Chinese Communist Party. The only physician on the task force, he has prioritized legislative solutions to restore America's technology edge, bolster our nation's competitiveness, and strengthen America's supply chains for medicine, technology, and other vital supplies.

Earlier this year, Dr. Joyce sponsored additional legislation to counter the Chinese Communist Party. In July, Dr. Joyce introduced the Academic Institution Research Integrity Act, whichwould improve transparency in higher education by closing loopholes in existing law to ensure that adjunct non-profits, research endowments, and alumni foundations must disclose foreign gifts in the same way the main university does under the law.
Additionally, Dr. Joyce introduced the House companion to the Onshoring Rare Earths (ORE) Act of 2020. Introduced by Senator Ted Cruz in the Senate, the ORE Act seeks to end America's dependence on China for rare earth elements and other critical minerals, used to manufacture medical supplies, defense technology, and high-tech products, by establishing a supply chain for these minerals in the United States. The legislation also requires the Department of Defense to source materials from America.
