Dr. Joyce Is Taking On the Chinese Communist Party

Congressman John Joyce, M.D. (PA-13), a member of the China Task Force, this week introduced legislation to counter the Chinese government's increasing overreach into American higher education and technology.

The Academic Institution Research Integrity Act would improve transparency in higher education by closing loopholes in existing law to ensure that adjunct non-profits, research endowments, and alumni foundations must disclose foreign gifts in the same way the main university does under the law.

"Too often, American universities in Pennsylvania and around the country are targeted by the Chinese Communist Party. For both our national security and the safety of American intellectual property, it is critical that Congress bolsters transparency in higher education to combat the Chinese government's attempts to buy undue influence and access to American research and researchers. The Academic Institution Research Integrity Act takes an important step forward by closing loopholes and blocking Chinese-sponsored overreach into our higher education system."

Additionally, Dr. Joyce introduced the House companion to the Onshoring Rare Earths (ORE) Act of 2020. Introduced by Senator Ted Cruz in the Senate, the ORE Act seeks to end America's dependence on China for rare earth elements and other critical minerals, used to manufacture medical supplies, defense technology, and high-tech products, by establishing a supply chain for these minerals in the United States. The legislation also requires the Department of Defense to source materials from America.

"Americans should never be beholden to the Chinese Communist Party for vital medical equipment, military technology, and the devices that we rely upon every day. Our nation must defeat China in the race to next generation technology. It is necessary to secure our supply chains to create a domestic supply of these rare earth elements and minerals in the United States. This bill will create the economic climate necessary to build a vibrant domestic supply here at home. I'm grateful to Senator Cruz for championing the ORE Act in the Senate, and it's my privilege to steward this important legislation in the House."
